AOSCA’s New President Has a Track Record in Modernization

The Association of Official Seed Certifying Agencies (AOSCA) has elected Doug Miller, executive director of the Canadian Seed Growers’ Association (CSGA), as its next president for the 2026–2027 term.

Miller, who will succeed Billy Skaggs of the Georgia Crop Improvement Association, steps into the role with a reputation for digital leadership and a track record of building cross-border alliances, AOSCA notes in a news release. Skaggs, who served from 2024 to 2026, is recognized for his “dedication, professionalism, and a strong commitment to building cohesion across member agencies,” according to an AOSCA release. The organization extended its “deep appreciation” to Skaggs for his “time, insight, and steady support” over the past two years.

Doug Miller isn’t new to transformation. At CSGA, he’s led a bold modernization of Canada’s seed certification system — emphasizing strategic partnerships, digital tools, and the importance of certified seed in securing a resilient food supply chain.

His leadership at AOSCA is expected to double down on these values.

“Douglas brings a forward-looking approach and a deep understanding of certification processes,” said AOSCA CEO Dr. Sarah Wilbanks. “We’re excited for the future under his leadership.”

Miller’s presidency will focus on innovation, interagency cooperation, and staying tightly aligned with AOSCA’s mission to support seed certification not just in North America, but globally, AOSCA said. For an organization at the nexus of agricultural standards and international trade, his appointment is both timely and strategic.
