Behind every new variety is a much longer story of breeders, germplasm, research funding and industry partnerships — infrastructure Canada must build today to meet the challenges of tomorrow’s farmers.
We spend a lot of time in this industry talking about what comes out the other end. A new variety. A better trait. Higher yield. Improved disease resistance. A crop that can handle drought, use nutrients more efficiently or give growers another option in the rotation.

But this week I found myself thinking more about what has to go in before any of those things can come out. And I don’t mean genetics. I mean capacity. That word kept coming to mind as I looked at four stories we published this week.
Take the work happening on flax. Researchers at Agriculture and Agri-Food Canada and in Chile have identified more than 1,000 genes involved in the way flax responds to nitrogen stress. Some flax lines respond to low nitrogen by changing their root architecture and maintaining more root and shoot biomass — potentially giving breeders a path toward varieties that can produce with less fertilizer.
Think about what that represents. We often talk about reducing fertilizer use as though it is primarily a management challenge: apply more precisely, improve timing, reduce losses. Those things matter a lot. But breeding gives us another lever. What if the plant itself simply became better at finding and using what was already there?
That is capacity being built directly into the seed.
Then there’s Shannon Bieman, the new president of the Canadian Seed Growers’ Association. Her message is that digitization, regulatory modernization and evolving plant breeding technologies are changing the sector, and that organizations need to engage earlier and work together more deliberately as those changes unfold.
That’s another kind of capacity. Institutional capacity. The ability of an industry to absorb change without spending all its energy reacting to it.
And then we get to Istvan Rajcan. Rajcan has developed 87 soybean cultivars during nearly three decades at the University of Guelph. But when asked what he values most about his career, he talks about the graduate students he has trained and watching them become confident, independent scientists.
That answer deserves more attention than it gets. Because when we fund a breeding program, we tend to imagine we are buying research. In reality, we are building capability. The cultivar is one output. So is the scientist who learned how to breed it.
The industry partnership created along the way is another. So is the germplasm collection. So is the knowledge accumulated after years of crossing, testing, failing and trying again.
Rajcan’s warning about public-private breeding funding hits differently. He argues that Canada needs long-term funding arrangements, pointing to a system where private investment can be matched with provincial or federal dollars. He’s concerned about what happens when support becomes uncertain while breeding itself remains inherently long term.
That gets to something I think we sometimes get wrong about innovation. We like breakthroughs because breakthroughs are visible. Capacity is mostly invisible. You notice the nitrogen-efficient flax variety when it arrives. You don’t necessarily notice the germplasm collection that made the discovery possible.
You notice the successful soybean cultivar. You don’t see the graduate student becoming a breeder over five or six years. You notice when a regulatory system changes. You rarely notice the years of relationships and conversations that determine whether the industry can navigate that change successfully.
And because capacity is hard to see, it can be easy to dismantle. A breeding program can take decades to build and only a few budget cycles to weaken. Expertise can disappear with a retirement. Partnerships can fade when people stop having reasons to work together. A research pipeline can look perfectly healthy right up until you realize there aren’t enough people, dollars or institutions behind it to refill the front end.
That’s why I think the most important question facing the seed sector right now isn’t simply, What innovation do we need next?
It’s: What capacity do we need today so that the innovation we’ll need 10 or 20 years from now is actually possible?
Maybe that means protecting long-term public-private breeding partnerships. Maybe it means developing crops that make better use of increasingly expensive inputs. Maybe it means getting industry organizations around the table before regulatory and technological changes are already underway. And it certainly means developing the next generation of plant breeders.
The irony is that if we do all of this well, much of it will never look particularly dramatic. There will simply be another breeder ready to take over. Another population ready to evaluate, another partnership ready when funding is available, another organization capable of adapting when the rules change, and another plant with the genetic tools to deal with a problem growers haven’t encountered yet.
That may not make for the flashiest definition of innovation, but I think it’s the one that matters most.
Innovation gets the headlines. Capacity is what makes the next headline possible.
