New framework marks a major milestone for plant breeding innovation, sustainability and food security in Europe.

A coalition of 30 European agri-food value chain organisations welcomes the adoption of the Regulation on plants obtained through New Genomic Techniques (NGTs).

This decision represents a major milestone for European agriculture, food systems and innovation. It follows years of scientific work, political dialogue and intensive negotiations between the European Parliament, the Council of the European Union and the European Commission.

Broad Recognition for a Complex EU File

The coalition extends its sincere appreciation to the EU institutions, Members of the European Parliament, Member State representatives, Commission officials and all stakeholders who contributed to shaping this complex and forward-looking file.

The coalition also recognises the long journey that has led to this moment. Work on this file has spanned more than eight years, often under complex and challenging circumstances. The collective effort of all those involved has been essential in reaching today’s outcome, according to a press release.

A Balanced and Science-Based Framework

The new framework establishes a balanced and science-based approach that supports innovation in plant breeding while ensuring transparency, safety and legal clarity across the agri-food value chain.

It will help create the conditions for the development of improved crop varieties that can address key challenges facing European agriculture, including climate change, pressure from weeds, pests and diseases, resource efficiency and long-term food security.

Supporting Resilience, Sustainability and Competitiveness

By enabling the responsible use of NGTs, the Regulation supports a more resilient and sustainable agricultural sector. It also helps ensure that European farmers and breeders have access to innovative tools already being used in many parts of the world.

With this decision, the European Union takes an important step forward in supporting plant breeding innovation and strengthening its ambition for a sustainable, competitive and resilient agri-food sector.

Next Steps for Implementation

The coalition looks forward to the timely implementation of the Regulation and remains committed to supporting its effective rollout across Europe.
