Following a series of meetings held by ABCSEM with representatives from phytosanitary laboratories, member companies, and officials from the Ministry of Agriculture and Livestock (MAPA), Ordinance SDA/MAPA No. 1,429, dated October 23, 2025, was published. This emergency measure resolved a regulatory impasse that had been directly hindering the importation of seeds and seedlings in several Brazilian states.
The issue arose after updates to certain Phytosanitary Regulations (RF) led to a temporary shortage of laboratories with the required accreditation scope to meet official analysis standards. As a result, import license applications (LIs) were being withheld, disrupting international trade operations and causing concern among companies in the sector. In response, ABCSEM promptly engaged with MAPA, urging immediate action to restore normal processing, according to a press release.
Following ABCSEM’s request — supported by other partner organizations that emphasized the urgency of the matter — MAPA issued the new ordinance authorizing accredited laboratories within the National Network of Agricultural Laboratories to carry out phytosanitary analyses for pest identification, regardless of their current accreditation scope. The measure aims to reduce the risk of introducing or spreading regulated and quarantine pests while ensuring the continuity of official control programs and trade activities.
The publication of this ordinance marks a significant achievement for the sector and underscores the effectiveness of ABCSEM’s technical and institutional coordination with government authorities. The new rule allows laboratory analyses to continue as accreditation scopes are updated, ensuring greater efficiency, safety, and predictability in the import and export of seeds and seedlings across Brazil.
